Token Scope - third-party notices

1. ranks/o200k_base.json and ranks/cl100k_base.json
   The token vocabularies (BPE ranks and split patterns) are OpenAI's published
   tiktoken encodings, repackaged as JSON from the js-tiktoken 1.0.21 package.
   The tokenizer code in bpe.js is this app's own.
